Line Type Scale behavior

I am using '09 and in the past I have always set the lts to the intended plot, IOW for 1/8" I would set the lts to 96, then draw and set lines to look like I wanted. Then in PS I would set the lts to 1 and all would look fine. Lately, on some sheets this does not work. There doesn't seem to be any rhyme or reason. Just some sheets don't look right and we just have to adjust the lts in PS until the desired result is shown. Many times this ends up being the actual lts i.e. in this case 96 in PS. This doesn't happen with every drawing. Strange!
Is there a variable or something that sets the behavior of the lts?

MSLTSCALE was introduced in version 2008. Set it to 0 to match the old
behavior.

That said, I recommend setting MSLTSCALE, PSLTSCALE, LTSCALE, and
CELTSCALE all to 1 and letting viewport and annotation scale determine
linetype scaling.

So you are saying that if I do that then I keep LTS to 1 and set drawing scale to plot scale and draw to suit?
That sounds a lot easier if it works right.

That is correct. The only problems I've seen have been caused by an
object linetype scale other than 1 (usually 0.04166 here).
