Label Block for Views

I am not getting the expected results with this option of the Sheet Set within my Project Navigator.

I expected that if I select a label block for views in the properties of the sheet set then drag in a view into a sheet the software would insert the block under the viewport and fill in the information.

I selected the block Anno_Title_A1 in the drawing C:\Documents and Settings\All Users\Application Data\Autodesk\ACD-A 2008\enu\Styles\Imperial\Callouts (Imperial).dwg.

When dragging a model view from a view drawing (that doesnt have a titlemark in the view drawing) I still just get the viewport with no titlemark, am I doing this wrong, or just expecting the wrong result from this option?
