Disappearing Tags during publish (but not plot)

My head is now desk dimpled...

I have a custom room tag built using the built-in room tag as a base, it works... perfectly suprisingly... But in one file when I publish my layouts all my aec tags disappear.  

If I individually plot each layout, they print just fine.

I've tried different plot settings in the publish dialogue to no avail.. Any help would be appreciated, what am I missing?

Just guessing here - could it be an annotative object issue?  Are you publishing at the same scale as you are plotting the individual sheets?  (I assume your tags have the individual viewport scale added as an annotative scale, since they appear there.  Or are you relying on having show all scales toggled on, and is that not being respected by publish?)
