I may have been mistaken regarding the Design Center Online being removed. I heard (and I only heard, not confirmed) that when you initially install the software, one of the options is to enable the Design Center Online while configuring the install. I also heard that after you install, there is no way of reproducing this step so you cannot 'upgrade' later on by re-installing unless you ininstall completely, do a clean up and reinstall.
But, that is only what I heard from a software provider...
