Cant snap to an Xref

I know there is a post that addresses this but I cant find it.

Every now and then I cannot snap to an xref, its not in every drawing
though. Any ideas?

Layer 0 frozen?

I ve got the same problem and the 0 layer is not frozen

Try to unlock the layer, worked for me. (not turn on / thaw but unlock..)
