Is there a easier way to edit the project startup template apj file, or must I use an xml editor? I want to customize the project data entries. I know that I can edit this after the project is created but I want to edit the template file so as to have the info there at project creation.

Why don't you just create a new empty project, input the information you are looking for and then use the project as your template?
Just start a new project. Make any changes to the project, such as folder structures, project properties etc. You can change the project properties thru the Project Navigator's Project Tab. Once you have made all the changes that you want, rename the project to whatever you want your template name to be. Now, when you create a new project, at the bottom of the create new project dialog there is a option to use a current project as a template. Just navigate to the project template and there you go. Your new project will be created based on your template.
I would suggest joining Autodesk University and downloading and viewing all of Paul Aubin's classes. Or better yet, purchase his latest book for Autocad Architecture. He is very good when it comes to explaining the project management system.
