Anchor a regular old block to an aec object?

Is there an anchor tool that will do this?  The aec object is actually a Autocad MEP pipeobject but should fall under the AEC umbrella.  I am inserting some blocks at specific pipe locations through dotnet and would like to anchor the blocks to the pipes in case the pipes have to move.  Thanks in advance for your help.

You might have to go the next step and make a MVB out of the block so that it is an aec object that will play with the system. You can use the one block for all views (don't have to create seperate plan, elevation views etc).  This might also give you more flexibility in other aras too.

How do you get the MEP object into ACA?

Where are the various anchor command options on this stupid ribbon?
