In the plot dialog box in the right hand top corner you can see what ctb file the plot will use.
You can change this to another ctb file or you can click on the edit button to edit the ctb file

Make yourself familiar with annotative objects such as text and dimensions.
Edit your text style to be annotative with 1/8" height and it will react to the scale setting on the status bar.

Yes you can....are you using plain autocad or autocad architecture?

There is not really a different way other than perhaps changing your SNAPANG to 45 degrees or rotating your UCS along the z-axis 45 degrees.
That would be too much effort for drawing a line at 45 degrees.
Your command line is (or should be) along the bottom of your screen.
If you are a beginner with autocad or autocad architecture I would recommend doing a course a your local community college.
Or searching for some instructional videos on YouTube.
Also check your book store for books on learning autocad.
