Are you drawing at 1:1? or some other 'scale'?

Are all the files 1:1?

What UNITS are all the files set? Look it up using -DWGUNITS (there is a dash in the name).

What is INSUNITS set to in the file where this block shrinks?

Are you creating an annotative block?
