Background Mask ?

Properties Palette > Background Mask

 or

Double Click and choose Background Mask from the Contextual Ribbon tab

Are you using a 3D Visual style, or 2D wireframe?  Does the Hatch have an elevation (Z value) greater than the text.

Also... DRAWORDER and/or TEXTTOFRONT

2D drawing, with all  geometry at Z=0.

Can you attach a sample drawing with a text that will not mask?

too late now - but seeing as I googled this, I thought I'd tell my experience

if you place text first (or delete hatch and rehatch) hatch with mask a small area around the text

good luck to anyone doing City and Guilds exams
