this was the first thing i checked.
its on and good to go.
Out IT guy has found an issue.
We use VIEWFINITY for our AEP (permissions controls).
When he turns it off, we can drag and drop just fine.
When its on - we encounter the problem.
It seems we will need to review the configuration for ViewFinity to come to a resolve.
Closer now, than i was this morning.
Found the needle in the haystack. Now, we just need to figure out how to pick up the needle and remove it.
Thanks for you help.
I will post a more comprehensive solution when its fixed.

I was unable to :
I'm sure there is more than can be added to this list.
But as of this morning, I am back to normal functionality with Autocad and all items on that list are now ENABLED and working.
Thankyou,

I've read through the post. I'm having the same issue, but we're not using VIEWFINITY. Are there any other settings preventing Drag/Drop of associated files from explorer into AutoCAD?
You didn't provide any information, such as whether you are running AutoCAD "as Administrator", user account privileges, compatibility mode setting, version of AutoCAD, version of Windows, etc. Did you try any of the other suggestions?
