Where is Block Authoring Palette in 2013????
I want to make dynamic block...
But i couldnt find Block Authoring Palette to parameters...Actions....
I am using AutoCAD 2013 for Mac as students lisence.

After issuing _bedit command and selecting block to edit or typing new name the block editor opens.....
The authoring palette can be found by clicking "Authoring Palette" on the "Manage" area of the Block Editor Ribbon. If you dont see the palette it maybe off screen - this usually happens when you have a dual screen setup.
Try swapping the screens around in windows display setting then launch autocad again - move the palette to where you will see it then revert back to original screen setup.
Depending on your graphics card setup you may be able to force tools/controls launced by AutoCAD to Autocad's application window only. I know we can do this using the nvidia desktop manager.

Are you using MAC Version AutoCAD 2013 or WINDOWS ?
I am Using MAC 2013. and Mac Version have different interface. [No ribon interface]
So. I Really dont know... Why i can not find it!!

Unfortunately Ive very little experiance with AutoCAD on the MAC, some 10mins infact. Its too different from the PC version for my tastes so I cant help....
