trouble with custom icons

I'm starting to upgrade my office to 2013 from 2009.  I created a lot of custom tools with custom icons (as .ico files) for 2009 and am trying to pull them over to 2013.  However, a strange thing is happening when pathing the icons in the CUI file.  The icons are showing up with a black background in 2013.  In 2009 it was transparent.  I'm not sure why this is happening.  If I create a pull-down menu and use one of the .ico files as the image for that pull-down, it comes in with the transparency intact.  But the individual icons have the black background.  Any thoughts on why this would happen? Does anyone have a better way to create custom icons that look like the stock icons?  Thanks in advance.
