Tool Palette exporting and groups.

Hi. I hope someone can help as I dont seem to get an answer regarding my issue.

I have created a number of tool palettes as well as palette groups. I have directed all of the CAD operators search path in AutoCAD to the tool palette location were all of the blocks and palettes have been created. When exporting the palette's and groups I save this in the same location.
My question is this. When I import a palette group to another AutoCAD user should the palettes not automatically be populated in that group, or do I have to import the palette's one at a time and drag them into the group?
I have noticed that the palette's are sometimes grouped but majority of the time this does not happen.
I would also like to know if I am correct that the file location path needs to only be pointed to the top level of where the tool palettes have been created and not to the folder that was automatically created by AutoCAD called "Palettes"?
Can you also tell me if it is necessary to redirect the path location of the Authoring Palettes file location?
