This is probably an issue with your graphics card or windows aero theme ( or a mixture of both). ATI and Nvidia have options to add stuff to the windows bars at the top of the screen which can quiter often screw around with the AutoCAD bars. To start edit your cui workspace and tell it to display below the ribbon. This might get rid of a windows interference. If that doesn;t work, turn off aero (should be plenty online on how to do that) and finally open the GPU control and turn off any desktop custom control that you have on.
