Problem With Save As Command

A colleague of mine has developed a problem this morning when performing the Save-As command, it's not something ive ever seen so wondering what to do about it? I don't even know what could possibly have caused the problem.

I have taken a couple of screen shots of mine (how it should look) and his (how it shouldn't look 😉 )

Any help would be appreciated.

PROBLEM (Have to choose a file format form the command line, then doesn't allow you to change the file name)

Lisp routines, and other scripts and programs can set this system variable to 0, but fail to set it back for whatever reason.
The Publish command is also known for setting it to 0 and not resetting it if interrupted.
