I am using Autocad 2013 on a 64bit PC.
I saved and run the Civil OE 64Bit. All the items shown have been selected and installed.
I can only see squares when I open a drawings that comes from the civil engineers.
In the previous versions I did not have this issue.

Can you show the drawing (or at least a screenshot) so we can see what you see?

Do they use Civil3D? If so what version did they use to create the drawing(s)?
That a drawing comes from a civil engineer does not necessarily mean that Civil3D was used.
To make sure what objects (proxies) are used within these drawings turn on PROXYNOTICE and let us know what this reports when opening that specific drawing(s).

The proxynotice is turned on.
The drawing comes from a Civil 3D.
I've attached a pdf of the squares I see on my screen
if you zoom more close to one of that rectangles I guess you see a text along one border of each of them, right?
If so then that are XRef's that are not found on your system, and the text shows a filename.

Zooming into the PDF shows that they are AEC object -- Feature Lines for some, probably some others.
If you have the correct Ciivil3e Object Enabler -- they should show up properly. Were the Civil guys using some other version?

You can verify that by starting command _XREF ==> there you can see if there are any XRef's (or referenced images) or not.

I can't see/read the text within the squares, I don't see more than this:
I don't know how he can read the text within these squares .. or do you mean any other objects and I focused on wrong ones? Sorry if I'm wrong here, at least I can't identify these squares as any objecttype. The idea of an XREF or better a referenced image is because it also represents it's extents and the filename.

The smallest squares are unreadable, but there a lot of them at larger sizes... definitely something is not working with the civil object enabler.
