Model Space UCS Rotates to Z-Plane

A colleague of mine is having an issue with some of his drawings where he sets a named view in Model Space.  He then goes to Paper Space and sets his viewport to match that named view.  When he goes back to Model Space he says it automatically rotates his entire UCS to zero (0) on the Z-Plane.  I am thinking it has something to do with UCSFOLLOW...but not entirely sure.

 

Any help would be appreciated.

in model space if you using 3d, after rotate your view, use command "ucs" "view"......then you can change you ucs to follow your view.

 

try ucsfollow=0

 

in different paperspace viewport rotate your ucs or view to what you need then use command "plan" should be work.
