In the process of migrating from 2010 to 2013, all seemed okay at first. Now when I open 2013 i have no ribbon and my keyboard is no responding to shortcuts. For example in 2010 is used the keyboard i key to insert blocks. Im I missing a file somwhere? See attached.

Sounds like a path problem to me.  Open options, Files, Support File Search Path and paste an image of that here.

Based on my setup you should have one at the top like

C:\users\username\appdata\roaming\autodesk\autocad 2013 - english\enu\support

You will have a different name for username and the product description, otherwise it should like nearly identical.

You might try starting with  a new profile for AutoCAD as well.

Windows XP's user path is C:\Documents and Settings\yourname (or DEFAULT USER).... and so on, the rest as above.

At some point you might consider a repair/reinstall of 2013, your "migration" corrupted the 2013 setup (very common).

Seems to be working okay now i've added the path. Is it best to upgrade to windows 7 for ACAD 2013 and Inventor 2013?

You will hit a performance wall eventually with only 3Gig RAM: Win7 64bit with 8-12Gig RAM would be a better choice.
