Menu Bar comands not a operating as typical.

I recently had Acad 2015 installed on a new machine. I noticed that commands which are selected from the menu bar are not working as typical. I checked an ACAD install on a different computer and it is working as typical. I will try and explain; if a command is selected , such as [draw, line] the screen area on model and paper space locks up. The "crosshair" cursor freezes and a selection “arrow” cursor becomes active, I cannot zoom or pan the screen. Once I select something on the screen it completes the command as normal. This does not happen if I use commands from the pallets or from the command line, just the menu bar. Any suggestions? Is this an options setting or system variable? Is something wrong with the loaded menu bar? Thanks for any help, very frustrating to no being able to zoom/pan when picking.

Can you confirm that when you say "menu bar", you are refering to the menus in the red box below, and not Ribbon (shown within the green box)
