lost my ribbon tabs/panels & basic toolbar

Check whether you unloaded the main acad cui. To do it type cuiload and see if in the loaded cui's acad is loaded. If not there should be plenty of documentation online about the location of the acad.cui for you to load. You might also be able to automatically reload it by reloading your workspace, I don't remember.

Also try the keyboard CTRL and 0 (zero) at the same time, hides/shows toolbars, panels etc

Have you tried :

MENUBAR = 1

Ctrl + 9

Ctrl + 0

Command: MENU and try to load "ACAD.CUIX"

For all those in the Community, I downloaded the "pdfin" plugin. When doing this the ribbon and other menus are deleted from the autocad drawing file.

Further,  every plugin I installed requires the acad.cuix file to be reloaded.
