Is it possible to extrude something like this in the desired fashion?

Hello, I am a novice making a phone case with a Pokemon's tail on it. I traced the basic shape of it with SPLINE and was going to just extrude it as a region. I was curious though, would it be possible to extrude the tail in a cylindrical way while keeping the (zig-zagged) tip of the tail as noncylindrical as possible? Attached is the file. Thank you for your thoughts!

I think you will want to investigate the Loft or Sweep command for the tail.
