Insert scale problems

I'm new to autocad and have a problem with opening a zip file.
Once I unzip and open the dwg file the scale seems to be wrong. I work in mm and am not sure how to change the unzipped file before opening in autocad. Would really appreciate any advice as I'm all out of ideas and getting nowhere.

i have some questions need answers if you don't mind :

- How did you know that the scale is wrong?

- i suppose from your words that your file come from outsource (another part) -i think-so maybe an error happened from the source ?

My zip file is a digital map, bought from an online shop.
When I measure the width of a road it is approximately 3 times wider than it should.
