How to Set Default Annotative Scale for Dimensions?

I am adding some dimensions in a drawing.  When I add them the default Annotative Scale is set to 1" = 60'.  I have to manually change it to 1" = 4' so that it will display correctly in my viewport.

 

How do I change it so that the dimension defaults to 1" = 4' in the first place?

There is no 'default', someone somewhere chose to set that for you in your file(s). Who is that? Are you using a template file? Ofr file you receive from others? I would start the conversation with them to change the source file.

OR... if you need that in ALL of your drawings you could just create a startup lisp with your desired setting for CANNOSCALE command.
