how to create a custom visual style that is not file specific

I know how to create a custom visual style but have to do it for every file.  How do I make it so the custom visual style is available for any file?  As it is I'm having to create the style for every file.

For use in existing drawings, right-click on your custom VS in the Visual Styles Manager > Export to Current Tool Palette.

 

To make it available in new drawings, add it to your Template  (.dwt)
