FILLET command works well on PLINE objects without exploding: you are selecting the two points on the wrng side or your curve is too large for the distance.

Since both of your screenshots are confusing, can you put it into words what it is you are trying to achieve?

Are you picking at a distance from the apparent tangent intersection, or are you picking on the wrong side of what will be the tangent intersection?
