I noticed that the file/drawing tabs are now situated up the top of the screen (between drawing and ribbon), whereas in 2012 it was at the BOTTOM of the screen. Any way to change this back?
There were no tabs in 2012. 2014 is the first version to include drawing tabs. You were using a 3rd party add-on in 2012.
To answer your question, AFAIK, there is no way to move them to the bottom. You could turn off the built in tabs and revert back to your 3rd party tabs app.
I like my file tabs at the top and my layout tabs at the bottom -- how confusing would it be with both at the bottom?

Drawing tabs are a terrible waste of space IMO. Ungroup common applications in the Windows taskbar and the "drawing tabs" will be at the bottom in the taskbar
