Can't work with viewport when MAXACTVP is set lower

I know what MAXACTVP is for. I know when I set it lower, some viewports will be blank. But I vaguely remember that when I double click the empty viewport, it will activate the viewport. And the content will show.

But I'm working with AutoCAD 2015, I can't seem able to work with these blank viewports.

 

How can I activate the blank viewport and how can I show the content? Without increasing the MAXACTVP value?

Hi,

 

imho not possible without increasing MAXACTVP variable, and tried that back to 2012 now, all the same.
