block editor panels in the ribbon will not close - MANAGER-TOOLS-VISIBLITY-CLOSE

Hi. I'm using AutoCAD 2009 (beleive it or not) I have attached a screen shot PDF to show what this looks like.

There are 4 panels that showed up in the ribbon. They are unwelcome. They normally open when you enter the block editor and then close when you exit the block editor. BUT they have stayed in the ribbon even though I'm not in the block editor. They are in the ribbon and crowding the rest of my panels together.

the 4 panels are

MANAGE

TOOLS

VISIBILITY

CLOSE

I cant see the tools that I use all of the time in the other panels. Right clicking on the ribbon to close these panels doesn't work because they don't show up in the selections it gives you. i've restarted AutoCAD, no help. ive closed the drawing and reopened it; doesn't help. please take a look at the screen shot. Please tell me there is a way to get rid of this. THANKS! 🙂
