AutoCAD 2015 Layer Pulldown Automatically Scrolling Up

Whenever I open up the Layer pulldown menu to edit which layers are on/off/frozen, after I change one layer property, the menu automatically scrolls back up to the top. That being said, if I have multiple layers (that are toward the end of my layer list) that I am turning on/off/freezing, I have to select one, wait for the list to scroll up, scroll back down, edit another layer, repeat. I end up editing the wrong layers moreso than eding the correct layers because of this. Is there any way to turn off the auto-scroll up? This is incredibly frustrating!

The Layers pulldown on the Ribbon?  I'm not able to replicate your results, mine doesn't roll up until I move the mouse away from the pulldown.

By chance is your mouse wheel set to scrolling in your mouse driver?
Otherwise I cannot replicate the issue in 2015 either.
