i use autocad 2014 since 3 month for civil drawing i remark that there is no library of additional element like eighter version 2004,2008 for example if there is possibility to join some apps to complete autocad 2014.

Plain AutoCAD 2014? Which library and where are you looking for them in 2014, and where did you used to find them in 2004-2008? What sorted symbols?

Why not use AutoCAD CIVIL instead, it's designed to do what you do and so much more.
