Arrows on '0' layer in PDF

Hello

 

When I publish to PDF, the arrows on my dimensions and multileader are on the zero-later even though I drew them on a TEXT layer.  How do I stop this please?

I was having a similar issue with blocks that were created on layer Zero and inserted on multiple other layers.  This solution of turning off the visibility of layer Zero has solved my issue.

This has bugged me for years, too.  I just tried the solution of moving everything off zero onto a new "BLACK" layer, and turning off layer zero before publishing the layered PDF.  IT WORKED!!!  MANY THANKS!!!
