Accelerator Shortcuts not working

I'm trying to assign SHIFT+  to frequently used osnaps. 

In my CUI:  Keyboard Shortcuts:  Shortcut Keys:  SHIFT+Z = _per

I have a new Acad 2015 install, in my previous versions this has worked great. When I try it in 2015 most of the time it doesn't work. I've tried numerous changes in my CUI, new keybord, reload the menus. Still a problem.

those are "sticky keys" functions: you hold both keys down as you use the osnap you assign to it, let go when you no longer want it active.

cleaned out items in Temporary Overrides and my shortcuts are now working. Thanks.
