Hide the Help Bar

I can't use the Min Max or Close button because the help bar is covering it.  Can someone tell me how to turn off or move the toolbar.

No.  Those buttons are for the individual drawing file.  There are min, max, and close buttons for the program behind the help bar.

is your AutoCAD maximized? See the noted I wrote in black to confirm.
In your screenshot those buttons look off-screen, not 'hidden'.

Here is a screen shot when it is window mode.  I am running 2 screens but even if I turn 1 screen off it doesn't get rid of this problem.

I'm only running single screen, and AutoCAD needs to be fully maximized in order to avoid the issue you note.

I'm not sure how to fix your issue, but here are a couple of workarounds:

1) Maximize/Restore by double-clicking on the title bar, as Dean suggested; right-click on the title bar and select Close to exit, or use Windows keyboard shortcut Alt+F4, or the link in the "A" menu in the upper-left corner.

2) If you don't use anything on the toolbar, you can disable it entirely by editing the Windows Registry (be sure to back it up first).  Exit AutoCAD → Win+R keyboard shortcut → regedit → F3 key → search for Infocenter → change only Infocenter folders (first 2, I think) to InfocenterOFF (so you can restore them later, if needed) → Exit Registry → Restart AutoCAD.

Switch between your Workspace Control and the glitch will go away.

Nope.  I tried all possible workspaces.  It never moved.

It goes from windowed to maximized. No minimize.

Amazing - thank you! This was super annoying having the bar cover the minimize button.
