Z axiz drawing error

I have a 2d plan I'm trying to work with.  The plan apparently was drawn with the z axis rotated about 3 or 4 degrees off of vertical, and all of the lines are now diagonal in relation to our correct plan view.  I tried the flatten command, but the angle of the lines seems to not allow the flatten command to work.  I've tried rotating the whole thing in a side view, but the error seems to increase when I do, apparently the original z-axis error was not perpendicular to the x or y axis...  Any help would be appreciated.

You can also try attached CHZ20.vlx, remember turn on "Set extrusion to 0".
