Do you mean _CIRCLE or _ARC (because "radius" is not a geometry object)?
In any case when you have startet the command look to the command line and there you find options for how to create a circle or an arc.

You can also see my screenshot here, that shows that "one point" and "radius = 30" are not enough parameters to get just one solultion for centerpoint.
There is one point and you see many circles with a radius = 30 around it.

When i draw R140 now i want width 155 and other R30 ..how meet R149 and R30 buz i not know center of R30 .whatever i trim whol r140 delet...

Using the Rectangle command - draw a rectangle 155 x 76.
Attach your dwg file here (we can work through this step-by-step).

A quibble, perhaps, and I couldn't say how much it may matter to the OP, but that image differs significantly in the extent of the 155 dimension. In the original image, that goes to roughly the common endpoints between the 30-radius Arcs and the 6-radius Arcs. [I couldn't say whether that is what is intended, exactly -- maybe it's meant to be to what would be the quadrant points of the 30-radius Arcs if they swept across the mid-line, or to some other location.] Your image has that dimension going noticeably farther outboard into the straight narrow extensions, past the far ends of 6-radius Arcs entirely, rather than to their near ends +/-.
Good catch.
If the OP returns this can be fixed up, but first the rectangle and a couple of R 140 circles will be a good start.

These first few steps are fairly easy.
Based on Kent's observation and the original image-
it appears to me that the 155 is to the tangent point between the R30 and the R6.
If you can get the rectangle - I can walk you through these steps.
