Web sites are offering older releases of AutoCAD products for substantial discounts. Are these valid/legal copies of the software?

Possibly.... but in most cases the serial number/product key (if even provided) will be invalid, which will mean the software can't be activated.
Buy your Autodesk software from an Authorized Autodesk Reseller, otherwise you're basically gambling with your money.
If the seller is a VAR for Autodesk, you're probably OK. If not, just walk on by.
However, if both you and the reseller are in the EU, it's possible for them to re-sell you licenses for the softwaree - even used software. You will need to coordinate that with autodesk ahead of the sale - otherwise you may sit a long time trying to resolve it. The EULA has more information on how to proceed.
Please provide the webiste link and we can have a better look. My gust feeling is they are proper softwares but it is illegal to use it because of licence issues.

Uncited (unknown) sources always sends up the red flags for me.
