Plotting a Multi-Page PDF File

I have one drawing that has multiple layouts.  I create a new "DEFAULT" page setup and set it to CutePDFWriter, AdobePDF, or DWG to PDF (so far it doesn't matter).  I set the publish property to "Multi-sheet" so I will get a single, multi-page pdf file.  In the publish dialog, I set all the layouts to use the "DEFAULT" page setup, and I hit "Publish".  I get a single, multi-page pdf file.

I have another drawing that I do the exact same things to, but when I hit "Publish" I get a whole bunch of single page pdf files.

Both drawings have "publishcollate" set to 1.

Can anyone tell me what's up with that?  Is there a known bug in the AutoCad software or is this a pdf driver issue?

Post this other file for review (delete sensitive info from modelspace if needed first but leave the layouts quantities and settings intact).

If it helps at all, I sometimes have files like this as well.....I use only DWG to PDF default install driver.


However, if I make sheet sets, it always I always make sheetsets - then in the sheetset just right click -> publish to PDF. Honestly, the sheetsets have additional very nice features as well - sheet numbers and titles, and other properties can be changed for the whole project without opening every sheet.
