modelspace unit change from feet to inch machine stops responding

when the modelspace unit was changed from inch to feet the change took several seconds, when the unit is changed from feet back to inch the machine stops responding (half-hour)

 

commands: aecdwgsetup and -dwgunits both have same result

Attach a snap shot of the screen where you change the units. Plain ACAD has aecdwgsetup command now?

No, this is Civil 3D but I thought the ACAD forumn would have a better audiance - not knowing this command is not in ACAD. I resolved the problem by selecting the change without scaling the existing objects.
