Floating Toolbars

The modify toolbar is locked in position on the screen and the tab button on the end is grayed out. All of the other tool bars are working fine and can be moved around?

What happens when you use the -toolbar command?

Command: -TOOLBAR
Enter toolbar name or [ALL]: modify

Enter an option [Show/Hide/Left/Right/Top/Bottom/Float] <Show>: f

Enter new position (screen coordinates) <0,0>:

Enter number of rows for toolbar <1>:

LOCKUI command, use it to unlock screen menu objects so you can move them around. Don't forget to save your workspace afterwards.
