how using autocad do you convert a dwg file to jpeg so you can send it to another person to view that does not have autocad

Use the jpgout command.

Set up a jgp PC3 file that uses a raster format with the plotter wizard.

Alternative methods to provide your dwg to another that does not have AutoCAD is plot to dwfx format to view in windows vista os, plot to dwf and point the non-autocad user to the free design review software, last is plot to pdf and let them open it in any pfd reader.

What about the "Print Scrn" key on the keyboard...although it takes some extra work to use it.

Autodesk Lab's Screenshot may do the trick, too. http://labs.autodesk.com/utilities/screenshot/. Added benefit of Screenshot is turning the black background a lot of use to white for the the print.

Plotting to PDF is also and option. It's a good one if you want to produce multiple sheets from layouts. Just select all the layouts, rt-click and select Publish. You'll have to set up a Page Setup using a PDF plotter first. Then you can set that as the Plotter to use for each sheet.

If it has to be a JPG file, then plot to PDF so you can control all the features as needed and then just do a "save as" from Adobe to a JPG file.
