Distance drag line color (black)

When I use the Distance command the drag line (or drag vector maybe) that stretches from the first point to the second point is black. All the other lines that display temporarily during commands line Move, Copy or Stretch are white. I originally thought that it wasn't there at all, then I saw it pass over an entity. This has been happening for quite a while so I can't say "It started when I ...".

 

I tried going to options and using Restore Classic Colors. But that didn't change it. Any ideas on why this might happen?

What color is layer 0 (zero)?

Good call. It is white - but it was frozen. When I thaw it, I see the drag line in white. I find that strange because all the other lines in different command will show up, just not in Distance.

 

This is a little inconvenient because Civil 3D likes to put some things on layer 0. But it's certainly not a show stopper. Thanks for the help.
