cursor jumps with enpoint on

With osnap on endpoint only, no other dynamic inputs on, no polar, 3dobject snap dynamic input, grid or snap on.

The cursor looks like it jumps up form the endpoint but actually it moves in the same Z as the osnap. Also when i zoom in i can't move my cursor to the upper or lower part of the screen depending on where I zoom too. If I turn magnet off it seems better but still not correct. In the drawing I uploaded I can't move the cursor up to the entities. If I open a new drawing everything works, on a different drawing everything works. If I insert this into a new file I get the problems back.

Check variable OSNAPZ.

1    The Z-value is substituted with the current value in the ELEV system variable for the specified point selected with the object snap

Reset  to world ucs

Type in: UCS, use W

PLAN, use C

I started a new file and copied and pasted the entities into the new file and it worked. Something is wrong with the original file
