Creating a menu

I would like to create a menu that will allow me to pick from a list of weld symbol elements (blocks) to build a weld symbol.  I also need to be able to add editible text to change the weld size, length, spacing etc.  Can anyone give me an idea of how to do this?  Or is there a free program that I can download that will do this for me?

If you have your blocks all ready and they have attributes for your editable text.  Look into the Tool Palettes feature.
