Block Rotation Woes

I have 2 blocks for different kinds of survey monuments that started out using the same block as the picture part at 90 degree different rotations, but are now using identical but differently names blocks as the picture part.  No matter which block I insert first, that block controls the rotation of the picture part of the second block.  I have tried exploding that part of the block and renaming to a new name, so the different blocks reference 2 different interior blocks.  I have tried turning off my computer and bringing it back up.  Our Survey Department is insisting that we use these 2 particular blocks.  How can I fix this and why is it happening?

Post a DWG file with an insert of each block and let us have a go at it.

The Survey department found an earlier version of the symbols they want to use.  Those symbols work just fine in the blocks.
