(annotative) scale of an xref's text

I have a base plan. The text scale is set to 1"=40' I xref the base plan into a strucural bridge plan sheet and scale the base map x 12 so that i can work in architetural scale. How do I get the text to scale correctly in the xref'd base map that has been scaled by 12 for a 1/8" scale?

Do you use annotative text and dimension styles

We are setting up the base map to do that now. Initially the text was not annotative.

We are trying to figure out how to make it annotative and work in all the scales.

STYLE command is the lace to turn it on for text.
