Problem twisting a view (using DVIEW)

Hi - I'm trying to twist a view and cannot get it to work. Below are the steps I'm doing (the drawing I'm trying this on is attached):

1. On sheet Layout 1, select the viewport, then click the Maximize Viewport button.

2. At the command line, type DVIEW.

3. Select the arrow linework and press enter.

4. Type TW.

5. Enter 45 for the view twist angle.

6. Type X to end the command.

7. Click the Minimize Viewport button.

The view is not twisted when I get back to the layout sheet. Am I leaving out a step... or is there a setting I need to change?
