Paper space

I am running 2008 version.

I have received a set of drawings and I am having problem of permanently freezing layers in the paper space. I could freeze layers and plot the drawings. However, after I save the drawings open - all freezed layers are active. I  checked the layer used for xref and the layer is not locked. I tried every thing that I know.

Can anybody help me on this?

Try setting System Variable VISRETAIN to 1.
