I am trying to create layouts that have viewports at different scales. I want my linetypes and text sizes to adjust accordingly. How do I set my drawing to do this?

Annotative text, and for linetypes explore MSLTSCALE and PSLTSCALE variables and their relationship to LTSCALE.

Read "Up and Down the Scales in AutoCAD" from the AutoDesk University 2009 HERE. Annotative text works very nicely once you master it.
