Linetype Scaling in Viewports - Independently?

I'm not much into viewports, but the guru who is, is having difficulty with this one...

 

He has a overall "Master" drawing.

He creates 2 viewports that reference this overall drawing on the same page:

 

 - An overall "thumb view" of the drawing at 1"=30'-0".

 - A zoomed-in view at 1/8"=1'-0" scale.

 

For the linetypes (dashdotx2) to look proportionate, the overall 1:30 scale viewport should

have a LTSCALE of 45, while the 1/8 scale viewport should have a LTSCALE of 18.

 

How to do this?

If LTSCALE, MSLTSCALE, PSLTSCALE and CELTSCALE are all 1, then AutoCAD will scale the linetypes correctly regardless of the viewport scale.
